2022-2023 civil service pay adjustment
Mr CHAN Chun-ying declared that he was a member of the Standing Commission on Civil Service Salaries and Conditions of Service.
Mr CHAN Chun-ying considered that the 2022 PTS had not reflected the real situation in the local market, such as business closures, redundancies, no-pay leave arrangement for staff, etc. In view of the current economic situation in Hong Kong, the pay rise of 2.5% was acceptable and able to address the public perception concern.
Mr CHAN Chun-ying suggested that the Administration should develop a more performance-linked pay system such as formulating key performance indicators and introducing performance pay or performance bonus to motivate civil servants and recognize their exemplary performance.
The Administration agreed that some of the current practices in relation to the management of the civil service had room for improvement, and advised that the introduction of performance pay required careful consideration as the performance of individual civil servants could not be easily quantified. In fact, various commendation schemes had been in place to recognize civil servants with exemplary performance.
