Study the Proposal for Reorganizing the Government Structure and Related Matters
Mr CHAN Chun-ying’s indication that it would be worthwhile to pursue the proposed creation of the three Deputy Secretary of Department (“DSoD”) positions and other staffing proposals if they would help achieve effective governance.
Mr CHAN’s concern and SG/CEEO’s response regarding (a) the devotion of time and effort by the Financial Secretary (“FS”) in overseeing financial and monetary development after putting all the policy bureaux involving land and housing development under FS’s supervision; and (b) the delineation of work between the Secretaries of Departments (“SoDs”) and the proposed DSoDs, especially between FS and the proposed Deputy Financial Secretary (“DFS”).
Mr CHAN’s view and the Administration’s response concerning (a) the putting of the Trade and Industry Department (“TID”) under the Commerce and Economic Development Bureau (“CEDB”) but not the retitled Innovation, Technology and Industry Bureau (“ITIB”); and (b) the putting of the Government Logistics Department under the Financial Services and the Treasury Bureau but not the proposed Transport and Logistics Bureau (“TLB”).
